I have started this in my fork's texlive-from-src
<https://gitlab.com/makhlaghi/reproducible-paper/tree/texlive-from-src>
branch. It now installs a very basic TeX installation (only containing TeX,
not even LaTeX!). See the commit message
<https://gitlab.com/makhlaghi/reproducible-paper/commit/3504297e> for more.

For each necessary package (like LaTeX, or all the higher-level packages),
we'll have to define a new rule, download the zip-file from CTAN
<https://ctan.org/> and install it within this basic TeX installation. This
will take time, but we can work on it slowly till we can build the template
paper.
