That sounds like a minor bug which does not affect what Codeberg
actually allows. We should report it but it should not affect
our evaluation.
GitHub and some other repos has a major flaw: when you "select" a
license, all it does is write a file containing the license. THey do
nothing to guide you to put license notices in the source files.
What does Codeberg do about this?
