right again - it is probably not part of the forge software; but
a peculiar network configuration of that specific host

along with the new changes to the rankings, a new project was
approved to focus on the (objective) libre properties of various
self-hosting forge softwares, rather than the (subjective)
ethics of specific hosts; and hosts are now presented by domain
name (eg: 'gitlab.com'), to distinguish from the similarly named
software (eg: 'gitlab'), which may be on the self-hosting forges
list with different criteria

o/c it will need volunteers to write the criteria and evaluate
some forges; but it is a good direction to focus on into the
future
