who is that intended for? - is the intention to invite comments
from others, who are not reading the mailing list?
if 'repo-criteria-proposed.html' is a complete replacement page,
it would not be obvious which bits have changed, to anyone who
was not reading the mailing list, without an accompanying summary
of the changes - for those people, the summary alone may be more
helpful - the proposed changes would be obvious, and could each
link back to their respective discussion threads, in case those
new people want to comment on each item - that would keep
comments related to each item, in their distinct contexts
anyone who has been reading the mailing list, has already had an
opportunity to comment, so i dont see any benefit, for those
people - in fact, any comments added to this thread, which are
pertaining to individual items, re-introduces the problem that
people complained about last month (too many disparate topics on
the same thread)
