Criterion A4 means that the repo refuses to host programs (and other
works of practical use) if they are not free.
I think that Aaron Wolf has presented a good reason not to put that
into level C. The change would make our criteria gratuitously strict.
There is no reason to insist that GNU packages should not be hosted in
a repo on account of the presence of some unrelated nonfree works in
the repo.
So we won't make that change.
