indeed, sr.ht is remarkable in that regard

pagure.io and notabug.org are two others that i would recommend
for the list

all features of notabug work without javascript, also - pagure
has a few bits that do not; but the pagure devs are very
libre-friendly, and have told me that they would accept any
patches WRT no-js and librejs compatibility - even in its
current state, pagure would probably rank higher than gitlab;
but it has not yet been fully evaluated on this mailing list -
notabug has been evaluated (B+ rating, IIRC); and could have been
added years ago
