this is very observant of you Svetlana - myself, i can only say that
there are multiple ways to interpret you question: "Is this a problem?"
so there are multiple ways to answer it
* "Is this a problem?" could be asking: "do these things affect this
website's grade"
to this, the answer is easily: "no" - i dont think that any of the
existing criteria speak of links to external servers - if there are no
criteria set regarding these behaviors then there is currently no problem
* "Is this a problem?" could be asking: "should these things affect this
website's grade?" - i.e. "should new criteria be added to account for
these behaviors?"
this question would be open for discussion - i can say that, if this
were a software package in a FSDG distro, then either of those behaviors
would justify it's removal from the system - but to be clear, this list
is using it's own criteria and not the FSDG
* "Is this a problem?" could be asking: "should i be concerned about this?"
only you can answer that question - if you do not approve of those
behaviors, i can say that savannah and notabug both work 100% without
javascript and do not recommend using any other software or website
