The only change was the addition of a new criterion in the Excellent
category, which Richard requested:

Insists that each nontrivial file in a package clearly and unambiguously
state how it is licensed. (A9)

Savannah is the only site scoring an A in the evals, and it already
meets A9, so this doesn't change the scores at all. I'm discussing now
with Richard what to do about the fact that the version used in the
evals on the site (1.0) is different from the latest version of the
criteria (1.1).
