This is now also available for RHEL based systems (EPEL 7 & 8, Fedora
30, 31, 32 & rawhide) from COPR with:

dnf copr enable frankcrawford/rdiff-backup
or
yum copr enable frankcrawford/rdiff-backup (with yum-plugin-copr is
installed)

and also from Fedora Rawhide and will be in F32 Beta.
