rdiff-backup include/exclude options are somewhat confusing (at least they seems so to me).
I don't delve with them for a long time, but I think it would work if you use --include-globbing-filelist (it doesn't matters it's called "include" you can include or exclude with it) and change /etc/bkp/servers/PROJETOS-C.exclude to something like this (see the "-"s on the beginning of the lines):
- /tmp/PROJETOS/C/Arquivos de Programas
- /tmp/PROJETOS/C/Documents and Settings
I think white spaces are not a problem here.
Just another thing, you're using --force just for the first time on an new (no rdiff-backup-data directory), right?

Maybe it's something to do with the "$" character in the exclude list name or content.
Try to mount the CIFS share on another directory (e.g. /mnt/PROJETOS/ or /mnt/PROJETOS/C/), set your exclude list accordingly and change the exclude list file to another name, e.g. /etc/bkp/servers/PROJETOS-C (without "$").

And after that I can see that those directories in "/etc/bkp/servers/PROJETOS-C\$.exclude" are not being excluded, what I'm doing wrong? I tried some variations on the contents in the exclude filelist like:
~ # cat /etc/bkp/servers/PROJETOS-C\$.exclude
/tmp/PROJETOS/C*/Arquivos*de*Programas
/tmp/PROJETOS/C*/Documents*and*Settings~ # cat /etc/bkp/servers/PROJETOS-C\$.exclude
/tmp/PROJETOS/C?/Arquivos?de?Programas
/tmp/PROJETOS/C?/Documents?and?Settings
~ # cat /etc/bkp/servers/PROJETOS-C\$.exclude
/tmp/PROJETOS/C?/Arquivos?de?Programas**
/tmp/PROJETOS/C?/Documents?and?Settings**
~ # cat /etc/bkp/servers/PROJETOS-C\$.exclude
/tmp/PROJETOS/C*/Arquivos*de*Programas**
