Building from source is an option, or obtaining packages from other locations.
Not sure if this helps, but when I needed rdiff-backup for CentOS, I
actually grabbed it from Dag Wieers:
http://dag.wieers.com/rpm/packages/rdiff-backup/
I don't see a recent FC build on there, but one of the RHEL/CentOS
ones might work.
