Not sure what the original problem is, but there is at least a bug in
the error handling---that's why the error report was so uninformative.
The patch at:
http://savannah.nongnu.org/cgi-bin/viewcvs/rdiff-backup/rdiff-backup/rdiff_backup/metadata.py.diff?only_with_tag=r0-12&r1=1.9&r2=1.9.2.1&diff_format=u
will fix the error report, but presumably not the main problem.
