Yes, the facilities that are available with emulation can be used by the guest, of cours.
I have not explicitly enabled TCG. Does enabling TCG effect what is available to the guest? It sounds like it might limit guest use compared to no TCG. Just trying to understand the relationships.
TCG = Tiny Code Generator. It's the JIT CPU emulation of QEMU. It's enabled by default, so unless you specified "-accel kvm" you are using TCG. KVM can only be used on real s390x hardware.
