Please split patch in 2:

1/ Extract common TYPE_VIA_ISA from TYPE_VT82C686B_ISA,
make it abstract, and rename VT82C686BISAState as
ViaISAState -- up to here.

Then following as 2/ Introduce TYPE_VT8231_ISA.
