No network connectivity with localized (german in my case) Windows Guests (Server 2016, 2019, 2022, 10 21H1 tested)

Hi,

with qemu 6.2.0 (and earlier also with 6.1.0) installation of german Windows versions lacks network connectivity at all, 
while en_us international versions get network connection. The installation was done absolute identical (as to be seen 
in attached virt-install scripts). The installation result is shown in the attached screenshots - "international" works 
while "german" not.
Interestingly an "e1000" nic also doesn't work with a german ISO image. So presumably it is not a problem specific to 
the virtio driver. The problem also exists with both AMD and Intel CPUs.
Any ideas to get german recent Windows versions installed with network 
connectivity or to investigate further in this?
