Turns out that it's a missing PowerISO feature.  PowerIso is able to add 
files to a FAT32 images, but not an NTFS image.  Not yet.

current version of PowerISO can only open the NTFS partition in read 
only mode. It can not edit or save the image file with NTFS partition.

I found a tablet with an intel processor.  After installing Wine, I'll 
forward pictures of the Windows interface, as well as pictures of 
Windows 98 on the Galaxy tablet in iBochs.
