vmvga is the virtual hardware under VMWare. The Windows driver is part
of the VMWare extensions usually installed from a disk image which is
part of VMWare itself. It is thus mostly useful when the virtual
machine is migrated between qemu and VMWare.
I don't know id the driver can be legally extracted from VMWare products
or not.
