Follow up:

I had 64 bit and 32 bit mixed.

    # dnf remove qemu* virt* virglrenderer*

Proper install is
   dnf install qemu virt-manager virt-viewer

not
   dnf install qemu* virt*

Then reloaded the upgrade cache:

    # dnf system-upgrade clean
    # dnf system-upgrade download --releasever=31

happy camping has returned
