Yes, it is. See here how the options work now:

As of 2.9, the blockdev-add QMP command is considered stable. Therefore,
this new RBD interface is stable, too.
But I'm not sure why you would use a JSON filename there anyway. Why not
just use
$ qemu-img info rbd:rbd/rbd.img:mon_host=XXXX
?
