It seems to be the guest OS that is jumping to GUI. As far as I know,
Qemu has nothing to do at this point but the guest OS.
I use these parameters for GRUB when I want CLI only:
GRUB_CMDLINE_LINUX_DEFAULT="nomodeset"
GRUB_GFXPAYLOAD_LINUX="text"
GRUB_TERMINAL=console
