Of cause if a real NIC does something useful when given
that out of range value (such as changing a flag or
doing other effects while transferring no data), then
it would be best for qemu to emulate that feature when
emulating that real hardware.
If the driver in question is the standard driver in a
major OS (such as upstream Linux), and has been for
some time, with no adverse effect on real hardware,
then it might make sense for qemu to accept the quirky
driver as a service to the many users who want to boot
stock OS images.
