So this patch doesn't complie, please fix.

Actually, it's the type of notifier instead of the vector? And VIRTIO_VECTOR_UNKNOWN is not used in this patch.

So let's split the patch into three.

1) First patch to introduce the type of notifier
2) introduce the code to do config interrupt via guest notifier.
3) vhost support for config interrupt

Any reason for this extra state? I think we can know whether the config interrupt is being used through a transport specific method?
