[PATCH-for-5.1 1/2] configure: do not clobber CFLAGS with --enable-fuzzing |

When configuring with --enable-fuzzing, we overwrote the CFLAGS
added by all the preceding checks. Instead of overwriting CFLAGS, append
the ones we need.
