What about implementing this check after implementing the
/machine/icc-bridge links? Then we can simply check if
"/machine/icc-bridge/cpus[ID]" is already set.
(And then icc-bridge could be responsible for ensuring APIC ID
uniqueness, not the CPU object itself)
