I suggested report_abort() in this function when it was in arm/gic.c,
but we don't want report_* functions in the library code, nor do we
want functions named test_*. This test_* stub should go back to
arm/gic.c, where it can be empty, because the 32-bit its_init() stub
here could get an assert_msg("not supported on 32-bit") instead.
