There is a mismatch here between the kernel define
(KVM_DEV_ARM_VGIC_CPU_SYSREGS in v10) and the QEMU define. I think we
should rather fix that at kernel API level.
./scripts/update-linux-headers.sh normally leaves the kernel header
untouched.
