You only need to upload a src package once; actually it will fail if you
try to upload it twice. Then, from each src package (the dist one,
generated by JP for each releace) you'll create binary packages, using
the debian packaging directory as given in the launchpad branch. Once a
new psychosynth release is our, you'll usually create a debian package
only for the last (current) release. If the dependencies for the package
are satisfied in the newer unreleased ubuntu, you can just copy the
package to that newer release.

For the specific current case, you need to create a new release of the
package, with version 0.3.0-1~ppa2 (previous version was 0.3.0-1~ppa1).
We only bump our ppa-specific version number, as only packaging fixes
were included.
