    This sounds like a known problem when installing the 64-bit
    installation package on Windows 7. If so, using the 32-bit package
    seems to work fine. 
    
    Windows 7 is obsolete now and we believe that some part of the
    installer toolchain has dropped support. (So it's not something that
    is going to be fixed.)
