Harry Thijssen has put a lot of effort into creating
cross-compiled binaries for Windows and until someone creates a
native Windows port, Windows users should stick to the binaries
that Harry provides at http://pspp.awardspace.com
or on sourceforge.
Xavier's best bet is to find an old copy of one of Harry's 2011
binaries of 0.7.8 somewhere on the net. Opensource means no one is
going to stop a user from using an ancient version of PSPP
(whereas, try buying a 2011 copy of SPSS), but the reality is that
software "ages" and that's a good reason to try to use the latest
versions.

and it must be ancient (0.8.0 was released in 2013). You are
much better off installing the latest version and posting here
(on this list) about any bugs you find.
I think the PSPP author, Ben Pfaff, would be interested in
fixing any errors in SAV file compatibility. I would be
extremely surprised to hear that 0.7.8 was more compatible
than the latest version, and the lastest version is improved
in many ways. John Darrinton's spreadsheet widget seems to be
a huge improvement.

You probably want 64-bit (but 32-bit will also work)
and you probably want the newest version, which
currently has 2018-11-09 (November 9, 2018) in the
link name. That is close to the latest release, 1.2.
