This is a known MSWindows issue. Maybe it is solved in the near future as the test version on https://sourceforge.net/projects/pspp4windows/files/2017-11-16-ForTestingOnly/ seeems to work well for the copy.paste from.to the sheet.

Are more precisions needed ? None else with PSPP and Windows has this
problem?
