I just generated a MSWindows build with a shortcut for the commandprompt in the startmenu.  If this is started you can start PSPP in a command shell without the need to include to path to PSPP.

 

Now what is left is this syntax snipping:

/// Begin example, save as piechart.input

How do you save a diagram in PSPP with such a format ??

You have to ask the author of the snippet what he meant by that.
