I think you mean ODBC.  my recollection is, that Postgres provides an interface 
either
in ODBC (a format invented by microsoft) or in PSQL (its own database format).

PSPP currently can read only the latter.
     
     If not, it would be great that they add a filter import/export 
opendocument base files, or tables that are in Xbase format.

There is already a filter to read Opendocument spreadsheet files.  "Xbase" is 
something which does not seem to be standard  - and possibly proprietary.

The problem with many of these foreign formats, is that they are poorly
documented, if at all.  If you can find the specification for one of 
these, or a reference implementation, then we can consider doing it.
