First of all there is a tarball of a very recent CVS snapshot at
ftp://alpha.gnu.org/gnu/pspp/pspp-2007.04.03.tar.gz so this might save
you the trouble of building from CVS.

Presumably there is a reason why 0.16 has been specified in
configure.ac --- perhaps it has simply been forgotten in README.CVS
Upgrading would be the safest option.  Or you could try with the older
version and see if anything goes wrong ...
