If that's the case, you may be able to prove that by
deleting all the cookies except the one set by the first
invocation of "view/edit questions" -- cookie_s_id should
have been equal to "all" when you first go to the view/edit
questions screen.

I traced an operation with Ethereal, and compared it to your
tcpdump.  It shows view/edit questions was requested with a
previous cookie_s_id of "32", which is your unix commands
(space intentional) skill id.  I started my trace after
going to view/edit questions (with all questions displayed).

I noticed when reading your tcpdump that your previous
(current cookie at time of set cookie request) also returned
a "cookie_q_skill_level" (unix commands), whereas a trace of
my setup (see previous msgs I posted) did not return the
"tcp ip" skill level... interesting

Just for curiousity, what's the value of the HASH_VAR in
your config.inc.php?
