I guess I found where's the bug comes from ...

in short :
Please configure mysql as iso-88** system not utf-8. phpgw in it's
0.9.16 flavor is not utf-8 compliant.

for other people getting that kind of error, and for history archiving :

lead to the conclusion : don't use UTF-8 which is now probably the
default in most cases.

I know that postgresql allow you to create a cluster of iso-88** tables,
and that's what I use for my testing since .lang file are in iso-88
format for our stable version.
