Nothing.

First : the message is in red as a reminder. it appears in all cases,
cookies accepted or not ... So you can ignore this message if you know
that your cookies are on (which is the case in most modern web browser).

Second : In the documentation under phpgwapi/doc, you will see that you
need to save the header.inc.php in the root directory of the project.
This is needed to help the project to connect to the DB (well other
things too). So if apache / iis has the right to write in the root
directory (which is strongly not recommended) you can save directly the
file there. In the other case, you will be able to download it. Then
it's up to you to put it in the right place.
