it doesn't actually do anything, it's just an example on how to get
the basic framework jumpstarted,

no apps using the n-tier design (anyone know off hand where the
document describing this is?) need an index.php, everything runs
throught main /index.php as a "front controller".

if you want an example of how to write using phpgwapi "by the book",
Notes is where to look for an example.
