the "/home/*" path here is under the above mentioned "/files", the
message is as per the phpgw file manager virtual file system sees it.
Unless you've got something in the quota settings that make it think
all files are too big I don't know why you are getting a quota error.
I'd start by not having a quota to make it work first, then add that
later.  I don't use quota's so I don't have hints on the best settings
for that
