[phpGroupWare-users] changes to the list

Hi all,

This is just a quick update for you all.  This list is now moderated for
non list members postings.

This should reduce the amount of spam on the list.  It also means when
forum members post on the forum that their posts may not show up on the
list for some time.  The lag is due to someone having to manually
approve posts, and there is a handful of people moderating the list.

Again, this is a trial, if it causes problems, we may change things
again.
