first off, this isn't appropriate for the security list but he Users

depending on how many modules you have installed into your php.ini,
phpgw can easily run out of memory.  Generaly we recomend setting
php's memory limit to 20Meg, or more if your users have a lot of data.
 For a minimal php install, 8Meg will operate fine initialy though.

when logged in as the admin user, go to the admin app and in site
configuration there are a couple settings for this.
