"where 1" is cheap sql hack to save 3-4 lines of php code of "no
filter" detection.  I guess pg want's it to be "where 1=1" instead.

I recomend you to make the change in your install and submit a bug
reports on it.  tts currently doesn't have a maintainer, and I'm not
even sure it's supported anymore, there are several things wrong with
it.

Also, unless someone steps up to maintain it, it's likely not going to
work at all in 0.9.18.
