[Phpgroupware-users] ACL simpy doesn't work

I've installed phpgroupware-0.9.16.000-1 on GNU/Linux+Apache+MySQL, i've
created 2 groups: user, admin
With "notes" application on the user group i've selected the ACL options
and put only the read privileges, the admin instead has all the
privileges.
But even with this settings the users in the "user" group can post a new
notes that everybody can see (and i would like that he cannot post new
notes, or at least only post personal notes).

I've tryied to setup the ACL via the "admin" module or the
"preferences", but the effect is the same.
What can i do?
