Would it not be more elegant to provide a Public Access calendar in
phpgw?
What effort would be involved in doing this?

If all you need is an event calendar...then you can use Web Calendar.
If you are wanting other features from phpgroupware, then you will have
to edit them as well.  Not sure how hard this would be, but you could
possibly use phpgroupware (with login) where you maintain a calendar,
then somehow run a cron job to update the tables within a publicly
accessible calendar that is run by webcalendar.  Since phpgroupware's
calendar is based on webcalendar, it might not be too difficult.
