Don,
Since WebCalendar has this feature and phpCalendar is based on
WebCalendar it may be possible to provide calendar public access (no
login required).
I would be interested in hearing your thoughts...

I have developed something where our calendar tool basically became an
event calendar, but each user must still have a login username and
password.  However, each user or group has specific calendar rights,
therefore some users/groups can view calendars, but cannot add anything,
and others have full rights.  Not sure if this is what you are looking
for or not.  

Not sure how hard it would be to strip out the code for it, but I could
look into it if you want.
