I had the same problem.  Go and get the phpgroupware-0.9.16.000-1.tar.gz
tarball and that will fix the issue.

On another box, I can't do the CVS update at all.
#export CVS_RSH=ssh
# cvs -z3 update -dP
cvs [update aborted]: connect to subversions.gnu.org(199.232.41.3):2401 failed: 
Connection timed out

This is a Redhat 7.3 box with the phpGroupWare-all-apps-0.9.14.007-1 rpm.

Why?  I have googled but did not come up with any answers.
