Thanks for the feedback Brian...looks like I will have to do some more 
modifications to suit our needs.  Although, I would think it would be a useful 
patch for event creators to be able to add new users without pretending to have 
edited an event just so they could add an extra person.  We don't really use 
the tool as an internal calendaring system, but more like an event manager, 
hence why we don't want every user to get a 100 emails when 100 people register 
for an event.  Maybe we should change the definition in the code though:

                @abstract set the participant response $status for event 
$cal_id and notifies the owner of the event
