i'd take that as the , being quoted, not that all data should have ' around it.
The
problem is that CSV is a PITA of a data format, tons of limitations but most
everything supports it in some way.
I personaly haven't had a need to import, and the little I had tried has either
verified a bug or worked as I would have expected.
