You should use the developer_tools application, there's a tool for doing 
the translations.

Basically, it's based on the english lang file (phpgw_en.lang) for each 
application (in the setup sub-dir).

Once your phpgw_es.lang file is completed for the apps you want to 
complete, please post a patch to savannah.gnu.org for the phpgroupware 
project, so we will be able to commit it for future releases.
