First, a "path" and a "URL" are NOT the same thing.

The URL setting affects ONLY regular logins and is on Set2 of Setup/config.  
You can
enter the full HTTl url or just the "/phpgroupware" relitive URl and it will 
work.
Entering the full URL is usefull if you want to force a hostname or force the 
use of
HTTPS.

BTW, this is all covered in the HOWTO listed in the Admin docs on the website...
