webhotell....is that a shared host?  most shared hosts restrict where you are 
allow
to put uploaded files.  Does attaching files to email work?

IIS could be an issue too, there used to a bug in our VFS where the upload path 
got
mangled on Win32, I'm not sure if it ever got fixed.
